Frank Gutierrez knows mobile fuel delivery from both sides. While managing transportation operations at DHL Express, he brought Booster in as a fueling vendor and saw firsthand what on-site delivery did for his fleet. Six years ago, he joined the team, and today he is Booster’s new Vice President of Strategic Growth, leading the company’s expansion from its West Coast roots to fleet customers across the country.
When Frank joined, Booster fueled fleets in a handful of West Coast regions, and his focus was direct sales and performance there. In the years since, Frank’s responsibilities and territory grew as Booster earned its CARB executive order for wet-hose gasoline delivery in California, opened service in the Pacific Northwest, began offering BoosterOS to other fuel marketers, and extended mobile fueling across the Southwest, the Midwest, and the East Coast through regional fueling partners. Now Frank is bringing the pieces together to deliver efficient, budget-friendly mobile fuel delivery to fleet customers nationwide.
From Fueling with Booster to Leading Its Growth
Gutierrez spent the early part of his career in fleet management and logistics. At Penske Truck Leasing, he managed rental operations, fleet utilization, customer relationships, and P&L responsibilities across multiple locations. Later, at DHL Express, he managed more complex transportation operations where efficiency, reliability, and execution were critical.
That work put him close to a cost most fleets treat as routine. “What I learned is that fueling is one of the most overlooked operational inefficiencies in fleet management,” he says. “Large fleets spend significant time and resources getting vehicles fueled, often taking drivers away from their primary responsibilities. When you’re managing hundreds or thousands of vehicles, even small inefficiencies become significant costs.”
At DHL Express, Frank saw what changed when Booster took fueling off his drivers’ plates. The experience reshaped how he thought about fuel: “It’s not simply a commodity purchase, it’s an operational decision that impacts productivity, cost, and fleet performance.”
From DHL, he made the move to Booster itself. “Booster wasn’t simply trying to sell fuel differently,” he says. “It was using technology and logistics to eliminate an operational burden that fleets had accepted for decades.” Now he’s helping shape the next chapter of Booster’s story.
Booster Service in Every Corner of the Country
“Strategic growth at Booster means identifying where we can create the most value for customers and building the infrastructure, partnerships, and technology to deliver that value at scale,” Frank explains.
For most of his tenure, that work centered on Booster’s localized West Coast regions. And as fleets, local and enterprise, have experienced Booster in California and up and down the coast, there’s been opportunity to bring Booster to a larger audience in other places. “Rather than managing direct sales and performance within localized markets, I now focus on driving execution and growth at a national level,” he says, “expanding our national footprint, building strategic enterprise partnerships, and scaling our network to serve customers wherever they operate.”
Enterprise Fueling Service for Every Fleet
With the largest fleets, the conversation usually opens on reliability, cost predictability, operational consistency, and scalability. These companies often operate across many regions with different fuel suppliers and processes in each, and they want a partner who can simplify that complexity with transparency, centralized reporting, and consistent service. Smaller local fleets tend to start with more immediate needs: saving time, reducing costs, and making sure vehicles are fueled reliably.
Booster gives every customer, from a Fortune 500 operation with thousands of vehicles to a local business with a handful of trucks, the same real-time fueling data, transaction visibility, and reporting through the Booster customer dashboard. “We treat every customer like an enterprise customer,” Frank says, “giving them the tools, visibility, and service they need to operate more efficiently.”
Safety Built into Every Perfect Boost
The objections Frank hears most often from large fleets are reliability, safety, cost, and the ability to scale. Safety questions frequently come from environmental, health, and safety teams that are new to mobile fueling and want to understand what on-site delivery involves before approving it.
“Luckily for Booster, we have spent many years perfecting the Perfect Boost,” Frank says. Booster’s Perfect Boost standard covers Smart Tankers certified for vapor recovery and tank safety, drivers trained rigorously on tanker operation and fuel delivery, and a track record of fueling Fortune 500 companies and local governments safely. “Our number one core value is safety and integrity, and we stick to that,” he adds.
On cost, Frank encourages fleets to look past the price per gallon to the total cost of fueling, including driver downtime, off-route mileage, labor, administrative costs, and vehicle availability. “When customers evaluate the complete picture, the conversation shifts from the cost of fuel to the value of operational efficiency.”
Reliable Fuel Delivery When Prices Are Volatile
This year’s volatility has made transparency, predictability, and flexibility central to Frank’s conversations. Large fleets want to understand how their fuel costs are structured, how pricing compares across regions, and how to manage their exposure to price swings. Interest in fuel diversification is growing too, particularly among organizations balancing cost management with sustainability goals, and renewable diesel is part of that conversation where supply and economics make sense.
Booster’s approach starts with each customer’s operational requirements and continues with regular reviews to confirm the fueling program is still the right fit. “Ultimately, customers want a partner that can help them navigate changing market conditions without compromising reliability or operational performance,” Frank says.
A Fleet Case Study: Unified Data Enables Clear Reporting
One of Frank’s clearest examples is a rapidly growing, technology-driven transportation client that provides fleet services nationwide. As the company expanded into new regions, its traditional fueling providers struggled with transaction transparency, data accuracy, and real-time visibility, along with late invoices and missed deliveries.
Those gaps mattered because the company routes its teams based on fuel data. Its operations team reviews exactly how much fuel went into each vehicle the night before, and every Booster delivery arrives as a timestamped, vehicle-level record in the customer dashboard. “What started as a fueling relationship has evolved into a strategic partnership as they continue expanding nationally. They see tremendous value in having a fueling partner that shares their technology-first mindset and can scale alongside their business.”
Scaling to Fuel Fleets Everywhere They Operate
Booster’s expansion follows customer demand and the ability to deliver a consistent level of service. “We don’t expand simply to put another market on the map,” Frank says. Instead, the team looks at where national customers have concentrated fleet operations and where fueling inefficiencies are costing them the most.
That demand-first approach shapes what scaling means for a national fleet. Large organizations often work with a different fuel supplier and a different set of processes in each region, which leaves fleet leaders reconciling invoices, data, and service levels that rarely match. Booster’s goal is to replace that patchwork with one fueling program across every region a customer operates in, with the same Perfect Boost standard, the same customer dashboard, and the same level of service they receive on the West Coast. “What they’re getting on the West Coast, they’ll get nationally as well,” Frank says.
Bringing a new site online is built to be simple. Booster onboarding starts with two pieces of information: an up-to-date vehicle list and on-site access details such as a gate code. There’s no hardware to install and no new system for drivers to learn. Once a dry run confirms access, fueling begins.
Scale works in the customer’s favor on price, too. As Booster serves more sites, its purchasing power grows, creating more room to pass savings on to enterprise customers.
Building a Regional Fuel Partner Network to Deliver the Perfect Boost
Outside its directly operated regions, Booster fulfills customer fueling needs through regional fueling partners. When evaluating a regional fueling partner, Booster weighs operational capabilities, financial stability, fuel supply relationships, safety performance, and the ability to scale. The team also spends considerable time understanding who runs the business, with strong leadership, execution discipline, and references all part of the decision. “Our philosophy is that the quality of our network is more important than the size of our network. Every partner represents Booster in front of our customers, so maintaining consistent standards is essential.”
BoosterOS is the software that makes those partnerships work. Booster built it to run its own delivery operation, and its directly operated regions remain the proving ground where operating processes are developed, tested, and refined. Regional fueling partners run on BoosterOS for dispatch, delivery execution, transaction validation, and reporting, so every delivery meets the same operating standard. “Whether service is performed by Booster directly or through one of our regional partners, our goal is to provide a consistent experience supported by the same technology and operating standards,” Frank says.
What Comes Next
For Frank, success means a significantly larger national footprint, a stronger network of regional fueling partners, and more enterprise customers relying on Booster as a strategic fueling solution across multiple regions.
For fleet managers at large companies who are still weighing mobile fuel delivery, his advice is to look at the costs that sit underneath the price per gallon: administrative time, employee hours, and invoicing errors that create headaches for payment terms and cash flow. In his view, a consultative fueling partner takes that administrative load off the team.
